SIN 874-2: Facilitation Services

GSA is asking contractors to provide facilitation and related decision support services to agencies engaging in collaboration efforts, working groups, or integrated product, process, or self-directed teams. The contractor acts as a neutral party by assisting Government agencies that bring together groups or diverse teams with common and divergent interests in using problem solving techniques; resolving disputes, disagreements; divergent views; providing a draft for permanent record; defining and refining its agenda; logistical meeting/conference support when performing technical facilitation; recording discussion content and focusing decision-making; debriefing and overall meeting planning; convening and leading large and small group briefings; expert discussions; preparing draft and final reports for dissemination. SB&A fully understands the GSA requirements for facilitation and has extensive experience in facilitating working groups of various sizes for a variety of purposes. SB&A's experience includes guiding groups in the process of planning, problem solving, issue definition, decision-making, etc. through customized facilitated sessions.

Effective facilitation is required whenever a group is formed to attempt to focus on, define or resolve an issue. The facilitation process involves guiding the group from beginning to end. This is accomplished by defining the organization need, job requirements or process re-engineering. There are various facilitation purposes, including but not limited to:

Our method to facilitating work group events is an interactive process between SB&A and the contracting agency. SB&A will perform the specified activities with the agency performing mutually agreed upon activities and approving all of our actions. The specific strategy for a given requirement would be customized to ensure effective results.
