SIN 874-1: Approach

GSA is asking contractors to provide expert advice, assistance, guidance or counseling in support of Government agencies' management, organizational and business improvement efforts. Consultation Services needed by GSA and Government agencies include any specifically related to MOBIS, such as strategic business and action planning; systems alignment; cycle time; high performance work; leadership systems; performance measures and indicators; process and productivity improvement; organizational assessments, program audits and evaluations. A contractor may be asked to provide studies, analyses and reports documenting any proposed efforts.

SB&A is a recognized expert in management, organizational and business improvement efforts providing high quality consultation services that result in effective or improved organizational performance, enhanced productivity, team building and collaboration, and inclusive recruitment initiatives. We are adept at performing organizational cultural audits and in-depth analyses. We have the ability to produce concise formal reports regarding results of our assessments to effectively counsel and design programs that will enhance improvement efforts. SB&A proposes to assist agencies in addressing the unique challenges inherent in organizational transformation by providing support-based concepts and performance-based strategies which seek to unleash the full potential of diverse teams to get the job done.

PROBLEM IDENTIFICATION - PHASE I

  • Meet with Agency leadership to initiate assessment of Facilitating and Training needs
  • Conduct Cultural Audit to determine issues and problems which need to be addressed
  • Analyze findings in collaboration with Agency leadership and identify organization-specific challenges

SOLUTION IDENTIFICATION - PHASE II

  • Propose and develop Training and Facilitation Solutions with designated Agency team
  • Assist Agency in the development of an Action Plan through consultation with major stockholders
  • Re-assess Consulting, Facilitating and Training needs periodically throughout the implementation of improvement initiative and propose revisions to Action Plan as necessary

QUALITY ASSURANCE IDENTIFICATION - PHASE III

  • Collaborate with Agency leadership in the development of evaluation strategies
  • Conduct evaluation of Facilitation and Training solutions
  • Analyze findings in collaboration with Agency leadership and recommend mid-course revisions and new strategies to assure quality outcomes

SB&A starts any consulting effort by conducting an organizational cultural audit to capture the necessary data requirements of the agency's issues. Our methods used during the analysis include interviewing, behavior observations, process reviews, documentation reviews, focus groups, surveys, job shadowing, best practice research and other appropriate methods. We analyze the agency's current methods and processes, human resource system and other interfaces, performance tools used, etc., and identify its purpose and goals. Once we have completed our analysis, SB&A will provide the agency with documentation identifying and describing the problem and issues. The documentation will also describe the recommended solutions based on the analyses. We will then support implementation and evaluate the solution.
